Introduction

The Special Economic Zones Act was enacted in 2005 and The SEZ Rules Came into effect in 2006. The Act provides for setting up of Special Economic Zones within the country by both the govt & also by the Private Sector (i.e. Privately developed SEZs).

The Development Commissioners of Central Govt. SEZs are called as the Zonal Development Commissioners and they facilitate setting up of SEZs by the Private Sector and monitors them. The Zonal DC also facilitates and administers the developers, co-developers & units located within the respective SEZs.

The Zonal Develoment Commissioner of MEPZ-SEZ, Chennai has jurisdiction over SEZs and EOUs located within the State ofTamil Nadu, UT of Puducherry and the Andaman & Nicobar Islands.

Govt.of India, Ministry of Commerce and industries have notified Unit Approval Committees (UAC) for each of the Special Economic Zones. The Chairperson of the Unit Approval Committee is the Zonal Development Commissioner. The composition of the Unit Approval Committee for each of the SEZ includes representations from Directorate General of Forign Trade, Govt.of Tamil Nadu, Department of revenue -Customs and Central Excise, Income Tax etc,.
